Leaving the first years of "wild" computing behind most manufacturers found it difficult to recognize the hardware that was built in computers. Components could be used interchangable. So a standard for hardware identification was born simply to be superseeded by newer ones. Most common is a built-in hardware routine on the main chip of every component which sends its ID on request over the bus it is connected to.

VLB, EISA, PCI and NuBUS IDs are assigned to the chip manufacturer not the manufacturer of the whole component.
PNP, PCMCIA, USB and FireWire IDs are mostly assigned for the whole component e.g. a video card.
